• Develop and manage the project acceptance and handover plan, defining the stages, acceptance criteria, responsibilities, and documentation requirements for each system and facility area.
• Review contractor testing and commissioning plans, method statements, and Inspection and Test Plans (ITPs) to ensure alignment with the acceptance criteria and contractual requirements.
• Coordinate and witness factory acceptance tests (FAT), site acceptance tests (SAT), and integrated systems tests (IST) for critical infrastructure, including power, cooling, fire detection and suppression, and ELV/BMS systems.
• Verify that completed works comply with the approved drawings, specifications, and contract requirements prior to initiating the acceptance process.

• Maintain the acceptance and handover register and report readiness, risks, and outstanding items to the Sr. Project Manager.

• Bachelor’s degree in electrical or mechanical engineering, or a related discipline.
• Minimum of ten (10) years of experience in construction, testing and commissioning, or handover of major projects, including at least five (5) years in acceptance or handover management for data centres, mission-critical facilities or mega infrastructure projects.
• Sound knowledge of data centre critical systems and their testing and acceptance requirements, including MV/LV power distribution, UPS and generator systems, precision cooling, fire detection and suppression, and ELV/BMS systems.
• Practical experience with staged commissioning and integrated systems testing for mission-critical facilities.
• Strong command of QA/QC documentation, handover procedures, and defects liability period management.
• Recognised commissioning or project management certification (e.g., CxA, PMP) is an advantage.
• Fluency in Arabic, with strong English communication and stakeholder management skills.

IP/MPLS, IXP & IGW Project Planning

●        Develop detailed project plans, schedules, and WBS for all IP/MPLS backbone, IXP, and IGW delivery activities across Silklink landing stations and terrestrial nodes.

●        Define milestones for router installation, backbone activation, IXP fabric deployment, IGW commissioning, and BGP peering go-live.

●        Align IP/MPLS delivery plans with SLTE/DWDM backhaul activation schedules, landing station readiness dates, and submarine system RFS milestones.

●        Manage delivery dependencies between IP/MPLS, DWDM transport, security, and facilities workstreams.

Landing Station & Backbone Implementation

●        Manage IP/MPLS router installation, software upgrade, and backbone configuration at landing stations and terrestrial core nodes.

●        Coordinate IP/MPLS integration with SLTE and terrestrial DWDM/OTN transport, ensuring proper handoff interfaces and service mapping.

●        Manage IXP switching fabric deployment, route server configuration, and member port provisioning at designated Silklink IXP locations.

●        Oversee peering policy implementation, route filtering, and traffic engineering optimisation at IXP and IGW points.

Risk, Issue, Quality & Reporting

●        Identify and manage project risks including IP/MPLS-DWDM integration issues, BGP peering delays, vendor resource constraints, and equipment availability.

●        Drive resolution of routing engineering issues, peering activation problems, and commissioning defects.

●        Ensure quality assurance processes are followed across all IP/MPLS, IXP, and IGW delivery phases.

●        Prepare weekly/monthly status reports, milestone trackers, and peering activation dashboards.

·       Manage the consultant services, control quality and quantity of work performed, guide the team, and carry the overall responsibility for the task fulfilment and the Consultant's activities.

Manage the end-to-end implementation of Network Migration projects covering SDH, NG-SDH, DWDM, OTN and associated Transport networks.

Lead the planning and execution of Transport modernization, traffic/service migration, switch-off, decommissioning and dismantling activities.

Manage migration from legacy SDH-based networks towards modern DWDM/OTN, IP/MPLS and packet-based Transport solutions.

Provide support and prepare Management Plans, including Communication, Escalation, Implementation timelines and Handover procedures Coordinate with Senior Project Manager to define and verify the WBS, timelines and discuss, propose and recommend technical solution Prepare Project Implementation plans and Project procedures in coordination with affected STC departments and the contractors as per STC Targets. Establish a mechanism to identify Gaps, track, review, and clarify problems and issues raised in the Project, and to identify corrective actions needed to resolve Project-blocking issues. Chair meetings with vendors/contractors, and participate in other project coordination meetings concerning his area. Immediate escalation to the Senior Project Manager for any blocking issues. Coordinate with other Sections, Departments, and Managers to ensure proper and timely delivery of the project as per the HPIP. Identify, track and mitigate all project related Risks and provide regular Reports for the entire Project duration Monitor and approve any change requests, following the approved Change Management Process Ensure that results are compiled, documented and handed over to Client in required format, quantity and quality, and ensure timely and correct presentation and explanation of results. Prepare section-related reports and provide project information to the Project Control group for incorporation in Project reports Verify and approve the Project Closing documentation and handover documents Receive and perform assigned tasks as directed by Senior Project manager. Conduct regular reviews of changing project requirements, organisation and resource needs, and provide recommendation for changes accordingly.

• University Degree in civil engineering or equivalent, formal education in structural engineering is an advantage.
• Minimum 8 years telecommunication experience with at least 4 years in OSP management position within a telecom organisation.
• PMP Certified will be an advantage
• Extensive knowledge and professional experience in design and execution of civil works and electromechanical installations, project reporting and coordination.
• Formal training in project management techniques and methodologies (PMI, PRINCE or similar) will be considered an advantage.
• Essential skills: Team work, Communication skills and knowledge transfer capability.
• • Excellent knowledge of the English language; knowledge of the Arabic language would be an advantage.
