Job Description & Responsibilities:

  • Establish and run the program management office (PMO), centralized governance, policies, processes, procedures, templates and digital tools to represent the Client across the lifecycle.
  • Govern the Platform approach to Design for Manufacture and Assembly (P-DfMA) delivery model, standardizing parts and assembly logic to cut cost and de-risk off-site manufacture and on-site installation.
  • Give final review and approval of detailed design, issued-for-construction (IFC) drawings, shop drawings and as-built drawings after the CSC's first-line check, securing the Client's endorsement where required.
  • Define the technical scope for tenders and Requests for Proposal (RFP), direct procurement strategy and bid evaluation, and recommend award of the Designer, Contractor and the CSC, then give final approval of Prequalification Documents (PQD), Material Approval Requests (MAR) and Method Statements (MS) after the CSC's first-line review.
  • Monitor and oversee construction delivery across foundations, earthworks, infrastructure, utilities, module installation and finishes, reviewing the CSC's records of Material Inspection Requests (MIR), Work Inspection Requests (WIR) and Inspection and Test Plans (ITP) and giving final approval on the basis of those records.
  • Govern contract administration, change management, variations and claims, and direct portfolio cost and forecasting, giving final review and certification of payment recommendations including Interim Payment Certificates (IPC) after the CSC and quantity surveyor first-line check, protecting the Client's budget and commercial position.
  • Direct program risk management, escalating major risks and approving mitigation plans across design, supply chain, logistics and construction.
  • Oversee program health, safety and environment (HSE) governance, auditing that the CSC enforces the Contractor's plans and escalating where safety or quality is compromised.
  • Govern quality assurance by audit over the CSC, directing surveillance of the Non-Conformance Report (NCR) process and reviewing the CSC's records of Factory Acceptance Tests (FAT) off-site in the factory and Site Acceptance Tests (SAT) on site before giving final acceptance.
  • Direct program reporting and dashboards, presenting consolidated monthly progress, cost, risk and forecast positions to the Client and senior stakeholders.
  • Develop the operation and maintenance (O&M) strategy and knowledge-transfer plan, governing handover and verifying as-built drawings, O&M manuals, warranties, training and final acceptance before the Defects Liability Period (DLP).

Qualifications & Experience:

  • Bachelor's degree in Civil, Structural, Mechanical or Construction Engineering, or a related field; a master's degree or MBA is an advantage.
  • 18 to 20 years in construction project and program management, including senior portfolio leadership of multi-site building delivery as an owner's engineer or PMC.
  • Demonstrated experience governing design offices, supervision consultants and contractors, including final review and approval of design, procurement, construction, cost and risk on a consultancy or owner's-engineer basis.
  • Modular construction and Design for Manufacture and Assembly (DfMA / P-DfMA) experience is a strong advantage, alongside familiarity with off-site factory production and on-site module installation.
  • Experience governing both new-build and renovation, refurbishment or fit-out delivery streams within a single, multi-site portfolio is an advantage.
  • Working command of the submittal and review workflow, including MS, MAR, MIR, WIR, ITP, PQD, IPC, NCR, Site Observation Reports (SOR), Requests for Information (RFI), FAT and SAT.
  • Thorough working knowledge of the Saudi Building Code (SBC) and ISO 9001 quality management, with familiarity with ISO 19650 Building Information Modelling (BIM) coordination.
  • Project Management Professional (PMP) certification required; Program Management Professional (PgMP) is preferred.
  • Saudi Council of Engineers (SCE) registration or eligibility, with Saudi or GCC delivery experience strongly preferred.

Operations Assurance Engineer - Core and Cloud

To supervise acceptance of all Core Network Vendor deliveries for the project and oversee the process of handover to operations

Job Description & Responsibilities:

Implementation Quality and Acceptance:

 

·  Verify that the Core/Cloud Vendors have appropriate Quality processes and procedures in place for the MCN project, in compliance with project specifications.

·  Coordinate with internal and external project stakeholders to establish inspection plans, identifying essential inspection points to verify quality, performance, and progress of work.

·  Review Acceptance Criteria and Acceptance Test Plans, ensure ATP documents are complete, and test plans/schedules are approved and resourced.

·  Coordinate and follow up the acceptance of Core Network delivery, collaborating with delivery and operations stakeholders based on the established processes.

·  Follow up on all stages of core network acceptance defined for the project, such as site acceptance, end-to-end, failover, etc.

·  Collaborate with Implementation PMs and follow up on completion of OILs.

·  Drive actions related to keeping quality and acceptance targets for the project on track.

·  Support the Operations Assurance Manager as needed to facilitate the Customer’s acceptance of stc services.

Material Specialist

Position Objective:

The Material Specialist is responsible for overseeing the procurement assurance, inspection, tracking, and site management of all materials and equipment procured for the data centre and technical building project. The role ensures that only approved, specification-compliant materials are incorporated into the works, that the material supply chain is aligned with the construction programme, and that accurate material records are maintained throughout the project lifecycle from submittal approval through to installation verification and close-out.

Job Description & Responsibilities:

·       Manage the end-to-end material control workflow, including review of material submittals, tracking approval status, monitoring procurement schedules, coordinating delivery logistics, and confirming site receipt against approved specifications.

·       Maintain a comprehensive Material Submittal Register (MSR) tracking all materials and equipment from initial submission through to approval, procurement, delivery, and incorporation into the works.

·       Review material submittals, technical data sheets, test certificates, and compliance declarations submitted by the contractor, assessing conformance with project specifications, applicable standards, and approved material lists.

·       Coordinate with the Design Manager and discipline engineers during technical review of submittals to ensure that proposed materials meet design intent and performance requirements.

·       Conduct and witness material inspections at supplier premises and on site, including inspection of structural steel, cable management systems, LV switchgear, UPS equipment, precision cooling units, and ELV/ICT infrastructure.

·       Monitor the construction programme material pull schedule and alert the Project Manager to any procurement delays or lead time risks that could impact critical path activities.

·       Manage the site materials storage and preservation plan, ensuring critical equipment such as UPS battery systems, transformers, precision cooling units, and generator sets are stored in accordance with manufacturer requirements and project specifications.

·       Process and maintain records for material delivery notes, inspection certificates, test reports, and Factory Acceptance Test (FAT) documentation, ensuring full traceability from procurement to installation.

·       Issue Non-Conformance Reports (NCRs) for any materials found to be non-compliant upon delivery or during site inspection and track corrective actions through to resolution.

·       Coordinate with the QC Inspection teams to align material receipt inspections with ITPs and witness points.

·       Maintain a surplus materials register and manage disposal or return of unused approved materials at project close-out.

Prepare and submit weekly material status reports to the Project Manager, highlighting critical items, delivery risks, and required actions

Qualifications & Experience:

·       Bachelor’s degree in mechanical engineering, Electrical Engineering, Civil Engineering, or a related technical discipline.

·       Minimum 10 years of material management experience on major construction or infrastructure programmes, with at least 4 years on data centre or mission-critical facility projects.

·       Solid knowledge of material standards and specifications relevant to data centre construction, including LV/MV electrical equipment, cable systems, structural steel, UPS, precision cooling equipment, and ELV/ICT infrastructure.

·       Experience managing material submittal processes, Inspection and Test Plans (ITPs), and Factory Acceptance Test (FAT) documentation.

·       Familiarity with material storage and preservation requirements for critical equipment including batteries, transformers, precision cooling units, and generators.

The QC Inspector - MEP is responsible for implementing quality control inspection and testing activities for all Mechanical, Electrical, and Plumbing (MEP) works within the data centre and technical building construction activities. The role ensures that critical MEP systems, including HV/LV power distribution, UPS, standby generation, precision cooling, fire suppression, and plumbing and drainage infrastructure, are installed, tested, and commissioned in strict compliance with approved IFC drawings, project specifications, Inspection and Test Plans (ITPs), and applicable international standards.

Job Description & Responsibilities:

·       Implement the project Quality Control Plan for all MEP installation, testing, and pre-commissioning activities within the data centre and technical building facilities.

·       Review and verify that MEP installations are executed in accordance with approved IFC drawings, specifications, equipment data sheets, and manufacturer installation guidelines before and during construction.

·       Conduct inspection and witness activities as per the approved ITPs for MEP systems.

·       Witness and document pre-commissioning and commissioning tests for MEP systems, verifying results against approved testing and commissioning procedures and FAT records.
