·       Supervise all on-site construction and installation activities across data centre projects in Syria, ensuring works are carried out in line with approved drawings, specifications, and project quality plans.

·       Conduct regular site inspections and quality audits across civil, structural, MEP, and finishing disciplines, documenting findings and issuing non-conformance reports (NCRs) where deviations from specification are identified.

·       Review contractor method statements, inspection and test plans (ITPs), and material submittals to confirm compliance with project requirements prior to works commencing on site.

·       Monitor contractors and subcontractors’ performance on site, tracking progress against the construction programme and flagging delays, resource gaps, or workmanship concerns to the Site Management Lead without delay.

Submarine & Terrestrial Circuit Implementation

●        Implement and activate international capacity circuits across Silklink submarine cable segments and terrestrial backhaul infrastructure.

●        Execute wavelength activation, transponder provisioning, and OTN circuit configuration on SLTE and terrestrial DWDM/ROADM platforms.

●        Configure IP/MPLS service circuits including L2VPN, L3VPN, EVPN, and internet transit services across the backbone.

Academic & Professional Experience

To manage and follow-up E2E activities in the project, maintain progress as per project schedule with all contractors and related stakeholders. As NT's resident manager at one site, the CME Site Manager supervises and assures the contractor's CME delivery on behalf of the Client without self-performing construction, working to recognised references such as TIA-942, Uptime Institute Tier classifications, and applicable NFPA and ASHRAE standards. Oversee NT's on-site assurance of all CME works, from civil and structural elements through to critical power, cooling, and fit-out. Monitor contractor progress against the site programme and report emerging slippage well before it affects a milestone. Verify that installed works follow the approved design and Issued-for-Construction drawings, and raise deviations as Non-Conformance Reports against the agreed Inspection and Test Plan. Manage the daily site routine, confirm work fronts are ready, and clear practical obstacles before they cause delay. Witness Quality Assurance and Quality Control inspection of CME works against acceptance checklists, and confirm that punch and snag items are closed out before handover. Support and witness Factory Acceptance Tests and Site Acceptance Tests for major plant such as UPS, generators, and chillers prior to energization. Coordinate the on-site commissioning sequence from Level 1 through Level 5 Integrated Systems Test against the approved plan. Hold the contractor to the site Health, Safety, and Environment regime, covering method statements, permits to work, and controlled access into high-risk rooms. Chair site progress meetings, record decisions and actions, and maintain a live issues log that feeds project reporting. Confirm that as-built drawings, test records, and Operation and Maintenance packs are complete against the target Uptime Tier before sign-off. Minimum 6 to 8 years in CME or building-services construction, including time as senior on-site construction manager and at least one mission-critical facility taken through commissioning and handover. Experience with data centers, telecom, or other mission-critical facilities strongly preferred, with familiarity with critical power and cooling commissioning an advantage. Working knowledge of key data center references such as Uptime Institute Tier classifications (Tier III or IV), TIA-942, and relevant fire and electrical codes including NFPA and ASHRAE. Able to read civil, structural, and mechanical, electrical, and plumbing drawings, including single-line diagrams, and verify installed configuration against design intent. Competence in safe isolation, Lock-Out Tag-Out, and permit-to-work control around live switchgear and battery rooms; a recognized site-safety qualification such as NEBOSH or IOSH preferred. Project Management Professional certification and Primavera P6 or MS Project are an advantage; strong English reporting is required, and Arabic is required for daily coordination with local contractors.
