This is an Owner's Engineer role, with NT acting as Project Management Consultant, governing and verifying the contractor's CME work rather than self-performing it.

• Oversee the contractor's CME delivery across civil works, critical power, cooling, fire protection, and white-space fit-out for the assigned site.
• Review and agree the contractor's detailed Project Implementation Plan, from design freeze through commissioning and handover.
• Monitor contractor progress against the baseline, identify slippage early, and require recovery action to protect the critical path.
• Verify that construction follows the approved High-Level Design, technical specifications, and the agreed Uptime Institute Tier III or Tier IV and TIA-942 basis.

NT acts as the consultant and owner's engineer (Project Management Consultant, PMC), reviewing, witnessing, and reporting against the contractor's works rather than self-performing them.

• Establish and run the CME inspection and survey regime across all assigned data center sites.
• Supervise the CME QC inspectors and surveyors, set their site assignments, and review their output before it enters the record.
• Review and approve the contractor's Inspection and Test Plans (ITPs), embedding NT hold and witness points.

• Lead the drafting and negotiation of complex commercial agreements; serve as the primary interface with Legal counsel to ensure robust risk allocation and regulatory compliance.
• Engineer comprehensive Service Level Agreements (SLAs) and Key Performance Indicators (KPIs), incorporating sophisticated penalty and incentive structures tailored to specific project archetypes.
• Execute high-stakes negotiations to secure favourable T&Cs, optimized pricing models, and long-term value creation.

Tendering and Vendor Management

• Synthesize requirements from Design, Implementation, and Operations teams to ensure all procured solutions are technically fit-for-purpose, scalable, and future-proofed.
• Oversee the end-to-end development and timely release of RFIs, RFPs, and RFQs by ensuring absolute alignment across all internal and external stakeholders.
• Proactively identify and mitigate supply chain vulnerabilities by developing alternative sourcing routes, diversified vendor pools, and strategic safety stock protocols.
• Shift focus from unit price to TCO analysis, ensuring long-term operational efficiency and CAPEX/OPEX balance.
• Chair technical and commercial evaluation committees, facilitating vendor alignment workshops and complex technical clarifications.
• Manage high-value vendor partnerships and execute rigorous periodic performance evaluations (Scorecards) to drive continuous improvement.

• Bachelor’s degree in Telecommunications, Electrical Engineering, or related discipline
• Minimum 10+ years’ experience in a similar role (procurement, or supply chain management) 
• Minimum 3+ years in a managerial role 
• CIPS certification is preferable
• Proven experience leading large‑scale technical & commercial evaluations and vendor selections
• Strong cross‑functional leadership and decision‑making capability
• Ability to work with a diverse range of stakeholders at all levels of the business
• Reliability, teamwork, and professionalism towards co-workers and end customers
• High level skills with Microsoft office Excel, PowerPoint, and PowerBI
• Results-oriented and driven to innovate in a flexible environment
• Resourceful problem-solvers who take the initiative to learn new skills.
