DWDM & Optical Transport Project Planning

●        Develop detailed project plans, schedules, and WBS for all DWDM/OTN delivery activities, including SLTE, ROADM, and terrestrial backhaul segments.

●        Define milestones and critical path for dry plant installation, optical line system activation, wavelength commissioning, and submarine integration.

●        Align DWDM project plans with wet plant cable lay schedules, landing station construction milestones, and power/cooling readiness dates.

●        Coordinate delivery sequencing across multiple landing stations and terrestrial node sites.

Submarine Dry Plant Delivery & SLTE Commissioning

●        Coordinate SLTE integration with submarine cable system, including transponder mapping, wavelength assignment, and optical amplifier chain validation.

●        Oversee optical line system (OLS) commissioning covering EDFA/Raman amplifier verification, span loss measurement, and OSNR validation across submarine and terrestrial segments.

●        Support submarine system characterization activities including end-to-end BER testing, Q-factor measurements, and margin verification.

●        Manage ROADM node installation, OTN cross-connect deployment, and terrestrial DWDM backbone activation.

●        Coordinate fiber patching, optical amplifier installation, and span engineering verification for terrestrial backhaul routes.

●        Ensure terrestrial DWDM backhaul readiness aligns with landing station SLTE activation for end-to-end path continuity.

●        Track optical acceptance testing (OAT) across terrestrial segments including power budget validation, chromatic dispersion measurement, and PMD compliance.

Vendor & Supply Chain Coordination

●        Coordinate with DWDM/SLTE vendors (Ciena, Infinera, Nokia, Huawei, SubCom, NEC, ASN) for equipment delivery, staging, configuration, and field engineering support.

●        Track material delivery schedules, manage import logistics, customs clearance, and equipment staging at landing station and terrestrial node sites.

Risk, Issue & Quality Management

●        Identify and manage delivery risks including marine schedule delays impacting dry plant readiness, equipment shipping disruptions, and optical engineering issues.

●        Drive resolution of OSNR degradation, fiber route problems, span loss exceedances, and commissioning defects.

●        Ensure quality assurance processes are followed for all DWDM installation, splicing, testing, and documentation.

• Implement the project Quality Control Plan for all CSA construction activities, including earthworks, concrete works, structural steel erection, masonry, waterproofing, architectural finishes, external civil works, and raised access floor installation.

Network Operations Center (NOC) Transformation & Command Center Leadership

• Lead the transformation of the NOC from siloed, domain-specific monitoring into a unified command center, consolidating EMS/NMS, service assurance, and orchestration tooling across Fixed, Mobile, Transport, Core, Cloud, and IT domains.
• Define and continuously optimize the NOC’s tiered support structure (Tier 0 automated remediation through Tier 3 specialist escalation), shifting resolution through automation, runbooks, and AI-assisted diagnostics.
• Drive AI/ML-based event correlation, event de-duplication, and noise reduction, ensuring NOC engineers focus exclusively on actionable, service-impacting events.
• Own the end-to-end Major Incident Management process, including rapid triage, cross-domain war-room coordination, executive communication, and post-incident root-cause and problem management.
• Ensure 24/7 operational resilience through effective staffing model, shift patterns, and escalation matrices that sustain continuous, around-the-clock network assurance aligned with contractual SLA commitments.
• NOC-SOC Integration: Partner with the Cybersecurity function to align NOC monitoring and incident-response workflows with Security Operations Center (SOC) processes, ensuring unified visibility into service-impacting and security-impacting events.
• Progress the NOC toward TM Forum Autonomous Network Level 4 (ANL 4) — highly autonomous, closed-loop operations — with measurable maturity targets across priority domains.

Automation & Efficiency Leadership

Execute and operationalize the AI/AIOps strategy defined above:

• ANL Level 4 Transition: Architect and drive the migration from manual/reactive troubleshooting to Autonomous Advanced Operations Model Level 4 (Intent-driven, highly autonomous closed-loop operations).
• Zero-Touch Self-Healing: Recommend, design, and champion AI/ML-driven initiatives to achieve predictive maintenance, automated anomaly detection, and automated root-cause analysis (RCA) to enable a self-healing infrastructure.

• 3-7 years of experience in Data Analytics, Business Intelligence, Project Controls, Engineering Analytics, or Telecom Infrastructure
• Diploma / Bachelor's Degree in Data Analytics, Information Systems, Statistics, Business Admin or equivalent 
• Valid experience in telecom infrastructure deployment life cycle and related project management 
• Hands on in data visualization, statistical analyses and information modeling 
• Proven Advanced Skills in MS Office Apps is mandatory
• Understanding of engineering processes, and project delivery workflows
• Knowledge of dashboard apps (Tableau, Power BI) is a PLUS
• Knowledge of ERP platform is a PLUS

Plan Cloud Infrastructure platforms, including virtualization, container platforms, compute, storage, network, cloud management, automation and orchestration layers

Support cloud infrastructure planning activities to host 4G/5G Core CNFs/VNFs, enterprise services, digital services and future technology platforms

Prepare cloud infrastructure capacity plans based on network growth, traffic forecast, business demand and digital services requirements

Support transformation and modernization of legacy infrastructure towards cloud-native, virtualized and automated cloud platforms

Plan capacity and performance-related expansions for Cloud Infrastructure platforms, including compute, storage, networking, virtualization and container environments

Support business continuity, georedundancy, disaster recovery and multi-layer resilience planning for Cloud Infrastructure platforms

Coordinate with Mobile Core, Transport, Fixed Services, IT, Cyber Security and Operations teams for cloud infrastructure planning and hosted workload readiness

Support planning and enablement of emerging digital technologies including NTN, MCMP, Partner Interconnects, AI, LLM platforms and cloud-native digital services

Assist in E2E validation, verification and domain acceptance testing for new cloud platforms, VNFs, CNFs and infrastructure services

Maintain good exposure to NFV, SDN, NFVI, VIM, NFVO, cloud orchestration, service chaining, OpenStack, VMware, Red Hat OpenShift and cloud-native infrastructure

Perform Cloud Infrastructure dimensioning, capacity assessment and solution planning, and support approval of related technical documentation

Prepare and maintain Technical Specifications documentation including vendor solution design, costing, Integration Specifications and SOWs

Translate Complex IT and Telco workloads roadmaps into yearly Infrastructure deployment plans 

Perform architecture and planning analysis for virtualization, containerization, automation, edge computing and cloud-native infrastructure services

Support adoption of emerging technologies to improve service agility, infrastructure utilization and new business enablement for digital services

Review vendor technical solutions and ensure alignment with business requirements, security guidelines, regulatory requirements and cloud infrastructure standards

Prepare and evaluate RFX, RFIs, RFPs and RFQs for Cloud Infrastructure platforms and related digital technology services

Validate related BOQs and support procurement teams during vendor evaluation, technical clarification and tendering activities

technology assessments and feasibility studies for emerging cloud infrastructure, automation, orchestration, NTN, MCMP, Partner Interconnects, AI and LLM technologies

15+ years of experience in the telecommunication industry with strong exposure to Cloud Infrastructure planning of virtualized and containerized Platforms 

Experience with major suppliers and Communications Service Providers are highly desirable

Capex & Opex preparation experience on relevant Cloud solutions

Industry knowledge of emerging digital technologies such as NTN Networks, MCMP, Partner Interconnects, AI and LLM platforms, edge computing and digital services enablement

Hands on experience in network automation and orchestration using automation technologies 

Good experience in cloud infrastructure planning, capacity dimensioning, expansion planning and technology roadmap preparation

Good knowledge of executive management reporting, presentations and dashboards concepts with good analytical skills.

Strong knowledge of cloud virtualization and container technologies such as OpenStack, VMware, Red Hat OpenShift, Kubernetes and cloud management platforms
